12 February 2018 | The President of the Council of Ministers, President of the High Council for Privatization and PPP, H.E. Mr. Saad Hariri chaired a meeting of the HCP in the presence of the Ministers of Economy and Trade, Justice, Youth and Sports, and the Secretary General of the HCP, Mr. Ziad Hayek. Representatives of the CDR and advisors to the Prime Minister and the Ministers were also present.
Following a presentation on the concept of Public Private Partnership and the main provisions of the PPP Law, Mr. Hayek highlighted the activities undertaken by the Secretariat General and the PPP projects which have been proposed by the concerned ministries following the enactment of the PPP Law in September 2017.
The HCP board resolved to proceed with the following three proposed PPP projects and undertake all necessary due diligence studies:
- The expansion of Beirut Rafik Hariri International Airport
- The Khalde – Nahr Ibrahim Expressway
- The National Data Centre
The HCP board also resolved to undertake a pre-feasiblity study for the Olympic Swimming Centre and a master plan for Lebanon’s sports facilities.
The HCP board requested the Secretariat General to look into the possibility of establishing a Viability Gap Fund in cooperation with the World Bank and the Ministry of Finance and to revert back to the Council with a recommended approach.
