10 January 2019 | In the presence of Minister of Public Works & Transport Mr. Youssef Fenianos, the HCP Secretariat General lead by its Secretary General Mr. Ziad Hayek launched the Khaldeh – Okaibe Expressway project in a meeting gathering all the project’s stakeholders.
This kick-off meeting follows the agreement with EBRD in May 2018 for the provision of consultancy services to the project, which were finalized after a competitive bidding process, with the appointment of a consortium of advisors led by Mazars in November 2018. This marks the start of the due diligence phase for the development of this expressway through PPP.
Mazars’ consortium includes Rendel, IMC International, and Peter Davidson Consultancy teaming up with the local ACE and ELARD as technical consultants and Allen & Overy teaming up with the local Badri & Salim El Meouchi as legal consultants. The consortium described its role and contribution to the project, and presented the project scope, success factors, work plan and project timeline.
