Privatization of the two mobile businesses (2003)

In January 2003, the HCP launched an international public auction for the sale of the two mobile licenses. Following the prequalification of six companies in May 2003 and following access to the data rooms and review of the transaction documents, three companies submitted in January 2004 financial offers which included a non-binding bid. Such unsatisfactory bids due to the lack of competition led the government to cancel the outcome of the auction. The Council of Ministers entrusted the Ministry of Telecommunications with launching a new tender for awarding management contracts over the two networks, pursuant to which two management contracts were awarded to MTC and FDT for four years ending 31 May 2008.
