Proposed by the Minister of Public Works and Transportation, the expansion of the Beirut airport project was approved as a potential PPP project by the HCP, under the chairmanship of the President of the Council of Ministers, in February 2018.
The key project components are as follows:
The development of a new terminal for 6,000,000 passengers and its concourse.
Some improvements to existing airport infrastructure (the aprons, taxiways etc.)
Some improvements to the access roads.
Develop non-aeronautical revenues for the financial sustainability of the project.
In order to assess the feasibility of the project on a PPP basis, the HCP has retained the following advisory team:
IFC as lead transaction advisor
ICF SH&E, Inc. / SETS as technical advisors
DLA Piper Vienna / Badri and Salim Meouchi as legal advisors
The Project Steering Committee is chaired by Mr. Ziad Hayek, HCP Secretary General, and include Mr. Ibrahim Abou-Aleiwe, representing the Minister of Works and Transportation. The Minister of Finance’s representative has not been appointed yet.
